They split roughly five ways: prestige beauty shops working on LVMH, Estée Lauder Companies and L'Oréal luxury houses where one third of sales now sit above the £50 price point and that segment is growing 42%; indie and DTC challenger specialists behind clean-skincare, K-beauty and niche-fragrance launches that have taken a 15-20% share of online value; mass FMCG beauty teams supporting the supermarket and Boots-channel brands; professional and clinic agencies servicing salon-distribution lines and aesthetic clinics; and male-grooming specialists in a category projected at £1.2bn by 2025 and growing at close to 10% a year. The category is distinct for four reasons. Every product placed on the GB market needs a UK-established Responsible Person, an up-to-date Product Information File and a notification to OPSS via the Submit Cosmetic Product Notifications service before it can be sold, and failure to notify carries an unlimited fine in England and Wales plus up to three months in prison. Efficacy claims sit under Article 20 of the UK Cosmetics Regulation and the EU Common Criteria (Regulation 655/2013), which require truthfulness, evidential support and fair presentation, and the ASA consistently requires human trials rather than in-vitro data alone to substantiate visible-effect claims. The CTPA is the trade body for 250-plus member firms and publishes the Guide to Advertising Claims and a Claim Substantiation Tool that the larger end of the industry treats as the operating standard. And the CMA, armed with new direct-fining powers under the Digital Markets, Competition and Consumers Act, now sits alongside the ASA on influencer disclosure. What is shifting in 2025 and 2026 is the discovery and transaction layer. TikTok Shop is now the UK's fourth-largest beauty retailer with 60% year-on-year category growth, beauty live-shopping sessions grew 90% in the year, and indie British names like The Beauty Crop have used the platform to convert viral traction into Boots listings. K-beauty searches on the platform rose 125% in the second half of 2025. Clean-beauty and biotech ingredients have lifted launches outside the prestige register, with Unilever's near-£100m acquisition of Wild Cosmetics in April 2025 marking how seriously the sustainability premium is now taken. And greenwashing risk has sharpened: Provenance found that 12.9% of climate-related beauty claims are at high risk of misleading consumers and breaching guidance.

OPSS is the GB regulator for cosmetics under the retained Regulation (EC) No 1223/2009. Every product made available to consumers in Great Britain must have a UK-established Responsible Person, a current Product Information File, and an SCPN notification to OPSS before sale; failure to notify carries an unlimited fine in England and Wales or up to £5,000 in Scotland and Northern Ireland and a custodial penalty of up to three months. OPSS amended the Cosmetics Regulation three times in 2024-25 to reflect new HSE classifications and bring chemicals like BHT, kojic acid and methyl salicylate inside scope. Article 20 of the UK Cosmetics Regulation, read with the EU Common Criteria (Regulation 655/2013), governs claims: they must be truthful, honest, lawful, fair, evidentially supported and presented so consumers can make informed decisions. The CTPA Guide to Advertising Claims and its Claim Substantiation Tool are the practical reference set for member firms. The ASA enforces the CAP Code on consumer-facing ad claims and consistently requires human trials rather than in-vitro data for visible-effect claims; recent rulings against 111 Skin Ltd in 2025 found 'Clinically proven to lift the skin by 20%' and 'Exosome Face Lift' inadequately substantiated because the supporting studies lacked placebo controls and relied on subjective self-assessment. The CMA, with new direct-fining powers under the Digital Markets, Competition and Consumers Act 2024, sits alongside the ASA on influencer disclosure and consumer-law breaches.
